All Ukrainian workers are eligible by law to a paid annual leave, which in Ukraine is quite long — . Apart from that, all female workers are entitled to a paid maternity leave, which is given to women who are pregnant at the late stages and immediately after the birth of the child.
Additionally, all Ukrainian women regardless of their employment status are entitled to get a Child Grant for a newborn baby.
Parental leave in Ukraine
According to the press service of the Executive Directorate of the Social Insurance Fund of Ukraine, the size of the monetary maternity allowance cannot be less than the minimum wage in the country at the moment.
As explained in its 2018 report, “Monthly maternity entitlements are calculated on the basis of average earnings of the employee and fully paid from the Social Insurance Fund of Ukraine during the entire period of maternity leave”.
The report clarifies, “If the average income of the insured person is less than the minimum wage specified at the time of the insured event, the female worker is monthly paid the amount of the minimum wage”.
If the insured event (the beginning of maternity leave) of a female employee starts before the 6-month period of her continuous employment is completed, the maternity benefit is calculated on the basis of the salary from which the insurance premiums are paid. Nevertheless, it shall not exceed the size of the double of the minimum wage. In other words, the maternity benefits to female workers who are high earners are cupped at the size of twice the minimum wage in the country at the moment.
At the same time, the monthly amount of the maternity allowance cannot be more than the maximum of the base, from which the insurance premiums were deducted to the Fund.
A certificate of inability to work due to the pregnancy is issued to the female worker on the 30th week of her expectancy. It enables her to have 126 calendar days of maternity leave.
If a woman gave birth to more than one child or had premature or complex childbirth, she is granted additional 14 calendar days of leave.
Certain categories of people are given additional leave up to 180 days.
Therefore, the proper allocation of maternity leave allowance is determined as an average salary of the woman per day multiplied by the number of days the lady is entitled to under the legislation (126, 140 or 180).
Newborn baby grant
Apart from the paid maternity leave, a mother of a new-born baby is provided with a one-off grant in line with the government’s program designed to stimulate parents to have more kids.
Recently, the Verkhovna Rada of Ukraine (VRU) submitted a draft legislation to introduce differentiation of the baby grant.
At the moment, the size of the baby grant doesn’t depend on whether it is the first, second, or third child in a family. The new bill proposes to pay more for the second and third child, to increase the birth rate in Ukraine.
The amount of 50,000 hryvnia (USD 1,910) will be granted to mothers who gave birth to their first child. This grant shall be paid in the following manner:
- 14,000 hryvnias ($535) as a one-off sum.
- The remaining 36,000 hryvnia ($1,375) as a monthly payment for the next three years.
According to the new bill, Ukrainian mothers who delivered the second child would be eligible to 75,000 UAH ($2,865) to be paid as follows:
- 21,000 hryvnias (USD 802) as a lump sum.
- The remaining 54,000 hryvnias ($2,063) paid in equal amounts for the next 3 years.
Finally, a 100,000 UAH ($3,820) grant would be issued to mothers who gave birth to their third child.
- 28,000 UAH ($1,070) would be paid as a one-off allowance.
- The remaining 72,000 UAH ($2,751) to be paid monthly for 3 years.
If the bill is passed, it may become operative on the 1 of January 2020.
For your reference
At the present time, a mother in Ukraine is entitled to 41,480 hryvnia (USD 1,585) grant at the birth of the first child. The amount of 10,300 hryvnias (USD 394) is paid immediately. The rest of the allowance is paid in equal installments every month over the course of the next 3 years.
From 1 September 2018 each newborn is provided with a special baby box containing goods for babies such as nappies, toiletries, etc.
