The first draft of the budget for 2020 was approved by the Ukrainian parliament (Rada). One of its proposals is to raise the bonus paid on birth of a baby.
Baby bonus to increase
According to Finance.ua:
- At the moment, the baby bonus is 41,280 hryvnia (USD 1.643).
- 10,300 hryvnia (USD 410) is paid immediately at birth, the rest in equal portions for 3 years.
The new budget proposes to raise the payout:
- 100,000 hryvnia (USD 3,982) for the birth of the first child
- UAH 200,000 (USD 7,964) for the second baby
- UAH 400,000 (USD 15,929) for the birth of the third baby and all subsequent kids
25% of this amount should be paid immediately and the rest in equal portions during the following 36 months.
Such strong measures are proposed due to a serious drop in birth rate: Ukraine is #172 out of 193 countries.
The drop in birth rates in Ukraine started back in 1990s. Since these times there are more deaths than births in the country. Only in 2018 the natural decline in population was 250,000.
The size of bonuses is substantial if we recall that the average monthly wage in Ukraine is around USD 440.
Can city councils assist new mothers?
Kyiv city council’s administrators believe that parents of every newborn child should be paid 10,000 hryvnia (USD 398) as a social support payment. This amount has been approved by the commission on health and social assistance.
However, the law department of the Kyiv’s council didn’t agree with the local administrators. Anna Garshina, the head of the department, pointed out that the legislation doesn’t give such powers to the city council to set its own bonuses for new parents.
Every year 35.5 thousand children are born in the Ukrainian capital.
